The IRS?
The IRS sure does have some horrible hold music. I'm on the phone with them right now, and they just have "Jesu, Joy of Man's Desiring" playing on a loop. Seriously.
Somehow I don't think anyone feels that way about the IRS.

I would rather listen to Bach than Barry Manilow or some of the other insipid hold music I am usually subjected to. Then again, they should just not have music and then you could put it on speakerphone while you waited so you could actually do something!
Gee, won't that offend some Muslims? That right there could start another round of burnings and bombings.
Hold music should be like a radio - you should be able to select the type of music you would like to hear. The only saving grace of hold music is when you hear it you know for sure you weren't disconnected.
They always have that exact music, no matter where you call. That and the subliminal messages to try a different hotline. I agree that silence would be better, but you could also turn it down on the speakerphone, I guess.
